Tambi\u00e9n entrar\u00eda en vigor una legislaci\u00f3n de implementaci\u00f3n para derogar la Ley de Financiaci\u00f3n de Campa\u00f1as Electorales de Florida.<\/span><\/p><p><span style=\"font-weight: 400;\">En 1986, Florida promulg\u00f3 una ley de financiamiento p\u00fablico de campa\u00f1as y en 1998 los floridanos la a\u00f1adieron a la constituci\u00f3n estatal con el 64% de los votos. La constituci\u00f3n actualmente exige que los candidatos a gobernador, fiscal general, director financiero y comisionado de agricultura puedan acceder al financiamiento p\u00fablico de campa\u00f1as si aceptan l\u00edmites de gasto. Actualmente, la ley de Florida (106.31 FS) prev\u00e9 el financiamiento p\u00fablico de las campa\u00f1as y el \u201cprop\u00f3sito declarado del financiamiento p\u00fablico de las campa\u00f1as es hacer que los candidatos respondan mejor a los votantes del estado de Florida y est\u00e9n lo m\u00e1s aislados posible de los grupos de intereses especiales\u201d. Este estatuto ser\u00eda derogado si se aprueba esta enmienda.<\/span><\/p><p><span style=\"font-weight: 400;\">M\u00e1s espec\u00edficamente, bajo el actual programa de financiamiento de campa\u00f1as p\u00fablicas, los candidatos pueden acceder a fondos de contrapartida para las contribuciones realizadas por residentes individuales de Florida que contribuyan con $250 o menos. Para calificar para estos fondos de contrapartida, un candidato debe:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">No correr sin oposici\u00f3n<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Acuerdan limitar su gasto total a $2.00 por cada votante registrado de Florida (para candidatos a gobernador) o $1.00 por cada votante registrado de Florida (para candidatos al gabinete)<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">recaudar $150,000 (para candidatos a gobernador) o $100,000 (para candidatos al gabinete)<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">limitar los pr\u00e9stamos o contribuciones de los fondos personales del candidato a $25,000 y limitar las contribuciones de los partidos pol\u00edticos a $250,000<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Informar los datos de financiamiento de las campa\u00f1as a la divisi\u00f3n de elecciones y someterlos a una auditor\u00eda financiera posterior a las elecciones.<\/span><\/li><\/ul><p>\u00a0<\/p><p>En 2022, el l\u00edmite de gasto para los candidatos a gobernador que reciben financiamiento p\u00fablico para campa\u00f1as fue de $30,29 millones ($2,00 por votante registrado) y el l\u00edmite para los candidatos al gabinete fue de $15,14 millones ($1,00 por votante registrado). Esta enmienda eliminar\u00eda estos l\u00edmites de gasto. El gasto real en 2022 para financiamiento p\u00fablico de campa\u00f1as fue de $13 millones, aproximadamente equivalente a 0,01% del presupuesto estatal de $109,9 mil millones para 2022-2023.<\/p><p><span style=\"font-weight: 400;\">Esta enmienda fue sometida a votaci\u00f3n por la Legislatura de Florida de 2024 (Senado: 85 S\u00ed a 15 No; C\u00e1mara de Representantes: 82 S\u00ed a 29 No). En 2010, la Legislatura remiti\u00f3 esta misma enmienda a votaci\u00f3n y recibi\u00f3 52,49% de los votos, cifra inferior a los 60% necesarios para su aprobaci\u00f3n.\u00a0<\/span><\/p><p><b>Oponentes <\/b><span style=\"font-weight: 400;\">Los miembros de esta enmienda, entre ellos Common Cause y la Liga de Mujeres Votantes de Florida, afirman que el programa de fondos de contrapartida otorga a los donantes de peque\u00f1as cantidades una mayor voz y alienta a los candidatos a buscar el apoyo de grupos m\u00e1s amplios de votantes. Adem\u00e1s, si se deroga el programa, los donantes ricos y los grupos de intereses especiales ya no tendr\u00edan l\u00edmites en las cantidades que pueden aportar a estos candidatos. Adem\u00e1s, la financiaci\u00f3n p\u00fablica permite que los candidatos que no son ricos o que tienen un acceso m\u00e1s limitado a la financiaci\u00f3n puedan postularse para un cargo, lo que conduce a un grupo de candidatos m\u00e1s diverso.\u00a0\u00a0<\/span><\/p><p><b>Partidarios<\/b><span style=\"font-weight: 400;\"> Los partidarios de esta enmienda, incluida la mayor\u00eda de la Legislatura de Florida, establecen que este financiamiento, que proviene del fondo general de Florida, podr\u00eda utilizarse para otros programas como educaci\u00f3n, salud o vivienda.<\/span><\/p><p><b>Un voto por el s\u00ed significar\u00eda\u2026:\u00a0 <\/b><span style=\"font-weight: 400;\">Derogar la Secci\u00f3n 7, Art\u00edculo VI de la Constituci\u00f3n de Florida (aprobada en 1998) y derogar la Ley de Financiamiento de Campa\u00f1as Electorales de Florida, poniendo fin al programa p\u00fablico de financiamiento de campa\u00f1as de Florida y a los l\u00edmites
